 Philip Rodriguez, MPA

City Manager

 
 

The City Manager provides oversight and direction for all City departments, and serves as the chief executive officer for the City of Athens under the direction of the City Council. This governance is known as the Council-Manager form of local government.  

Philip Rodriguez has served as City Manager of Athens since his appointment by City Council in early 2015. Before coming to Athens, Philip served cities for nearly a decade in the San Antonio, Austin and Dallas metro areas. Before entering local government service, Philip ran a consulting firm that provided financial and personnel management strategies primarily in the not for profit sector.

As City Manager, Mr. Rodriguez is responsible for the management of the City's affairs and day-to-day operations, including the preparation and administration of the City’s annual operating and capital budgets, delivery of responsive public safety services, development and upkeep of critical infrastructure, enhancement and maintenance of parks and community amenities, services to support business and residential development, and addition and expansion of economic development projects. With current annual budgets of more than $30 million and a team of over 135 City employees, Philip works closely with the City Council to implement their goals and to meet the demands of a full-service city for Athens’ citizens, businesses and visitors.

Philip Rodriguez earned a Master of Public Administration with honors from the University of Kansas and holds a Bachelor of Science in Organizational Management from Colorado Christian University. He is an active member of International City Management Association (ICMA) and the Texas City Management Association (TCMA) where he serves on the statewide Ethics Committee. In addition, he was recently elected by his peers to serve as President of the East Texas City Management Association.
